Description
Position Overview
Click Global Talent is partnering with a leading financial institution to find a dedicated Senior Project Manager — EDW & Data Migration. This critical full-time, remote role involves leading a complex, multi-year program focused on enterprise data warehouse migration, data governance, and data quality. You will be responsible for overseeing the integrated delivery plan across multiple workstreams, managing multi-vendor partnerships, and ensuring compliance with stringent regulatory reporting requirements for Bank Negara Malaysia (BNM) and PIDM.
Key Responsibilities
- Programme Planning & Delivery: Own the integrated delivery plan, critical path, and baselines across all four workstreams; manage scope, schedule, cost, and quality to the agreed roadmap and stage gates. Drive day-to-day execution: sprint/stage planning, resource allocation, dependency management, and progress tracking against plan. Re-baseline the plan after the analysis stage and manage variance with full traceability.
- EDW Migration Delivery: Lead the migration from the legacy warehouse to the target MPP platform, including ETL-to-ELT re-engineering and the layered target model. Sequence source-system onboarding, build, SIT, UAT, performance testing, DR testing, parallel run, and cutover across releases. Own reconciliation and functional-equivalence sign-off as the gate to go-live.
- Golden CIF / Single Customer View Migration: Plan and deliver the Golden CIF workstream: customer/party ingestion, matching and deduplication, mastering rules, survivorship, and golden-record publication to downstream consumers. Coordinate business validation of matched and merged records, and manage cutover of customer data with zero tolerance for identity errors.
- Data Governance: Deliver the governance scope: business glossary, data dictionary, data ownership/stewardship, classification, lineage, and metadata, aligned to the organisation's governance framework and regulatory obligations. Chair or support the data governance forum; ensure governance decisions are logged, actioned, and reflected in delivery.
- Data Quality: Own the data-quality workstream: profiling, DQ rule definition, measurement against DQ KPIs, issue logging, and remediation tracking. Ensure DQ gates are embedded in each release and that remediation is closed before sign-off.
- Vendor & Partner Management: Manage delivery across platform (Huawei), data (Sunline/Tetmon), and infrastructure (NTT) partners; hold them to statements of work, SLAs, and back-to-back commitments. Coordinate interlocking plans and resolve cross-vendor dependencies and contention.
- Risk, Issue & Change Control: Maintain the RAID log; drive mitigation and escalation; run formal change control so scope, cost, and schedule impacts are assessed and approved. Protect the closed-scope baseline and manage scope-creep against the signed inventory and tolerances.
- Stakeholder & Governance Reporting: Produce status reports, steering-committee packs, and dashboards; chair working-level and steering governance. Act as the primary interface between the organisation's programme office, business, architecture, engineering, and management.
- Financial & Commercial Control: Track programme budget, effort, invoicing milestones, and margin; forecast and report variances; support commercial and change negotiations with the supported business and subcontractors.
Key Deliverables
- Integrated programme plan, critical path, and re-baselined schedule across all four workstreams.
- Governance cadence: status reports, steering-committee packs, dashboards, and decision logs.
- RAID log (risks, assumptions, issues, dependencies) and change-request register with impact assessments.
- EDW migration cutover and reconciliation / functional-equivalence sign-offs.
- Golden CIF migration and validation sign-off.
- Data governance deliverables sign-off (glossary, lineage, ownership) and data-quality KPI / remediation closure.
- Budget, effort, and invoicing-milestone tracking with variance forecasts.
- Go-live, hypercare, and transition-to-support plan.
Requirements & qualifications
Required Qualifications & Experience
- Minimum 10 years of IT project/programme management, with at least 5 years delivering enterprise data warehouse, data migration, or data-platform programmes end to end.
- Bachelor's degree in Computer Science, Information Systems, Engineering, Finance, or a related discipline.
- Proven delivery of at least one large EDW build or platform migration (ideally MPP-to-MPP, e.g., Netezza, Teradata, GaussDB/DWS, Snowflake), through to production and parallel-run sign-off.
- Direct experience delivering a customer data / Golden CIF / Single Customer View or MDM workstream, including matching, deduplication, and mastering.
- Demonstrable ownership of data governance and data quality deliverables on a programme (glossary, lineage, DQ rules, remediation).
- Track record managing multi-vendor delivery (systems integrator plus platform and infrastructure partners) against SOWs and SLAs.
- Strong command of full-lifecycle delivery: analysis, design, build, SIT, UAT, parallel run, cutover, and hypercare.
- Experience in banking or financial services delivering regulated data programmes.
- Excellent stakeholder management up to steering-committee / C-level; excellent written and spoken English (Bahasa Malaysia an advantage).
Key Capabilities & Expertise
- Data Governance: Deliver the governance scope: business glossary, data dictionary, data ownership/stewardship, classification, lineage, and metadata, aligned to the organisation's governance framework and regulatory obligations. Chair or support the data governance forum; ensure governance decisions are logged, actioned, and reflected in delivery.
Methodology & Technical Skills
- Delivery Methodologies: Waterfall, Agile (Scrum/Kanban), and hybrid; stage-gate governance; confident choosing the right model per workstream.
- Planning & Control: MS Project (or equivalent) for integrated plans and critical path; JIRA/Confluence/Azure DevOps for execution; earned-value or milestone-based tracking.
- Data-Platform Literacy: Enough technical depth to challenge estimates and designs on EDW, MPP platforms, ELT/ETL, and medallion architectures — able to hold a credible conversation with architects and engineers.
- Golden CIF / MDM Awareness: Understanding of matching, survivorship, golden-record, and data-migration/reconciliation concepts.
- Governance & DQ Tooling: Familiarity with data-catalogue, lineage, and data-quality tools and with DAMA-DMBOK governance concepts.
- Financial & Commercial: Budgeting, forecasting, invoicing-milestone, and margin tracking; SOW, SLA, and change-request management.
- Reporting: Steering packs, RAID, dashboards, and executive communication.
Domain Knowledge
- Banking Data Domains: Core banking, deposits/CASA, loans and financing, cards, treasury, general ledger, customer, and party data.
- Customer / Golden CIF: Single-customer-view, master data management, identity resolution, householding, and relationship hierarchies.
- Regulatory Reporting (Malaysia): BNM and PIDM reporting obligations and the lineage, accuracy, and timeliness controls they require.
- Data Governance: DAMA-DMBOK knowledge areas — governance, stewardship, metadata, data quality, reference/master data.
- Controls & Compliance: Data privacy, classification, and retention expectations for regulated financial data.
Core Competencies & Leadership
- Decisive delivery leader who holds scope, schedule, and quality under pressure across parallel workstreams.
- Strong vendor and stakeholder manager — firm on commitments, constructive in conflict, credible with both executives and engineers.
- Rigorous and evidence-driven: decisions, risks, and sign-offs are documented and traceable.
- Surfaces risks, dependencies, and scope changes early rather than letting them compound.
- Calm under escalation; protects the team while being straight with stakeholders.
- Able to lead BAs, data engineers, governance, and QA leads toward a single integrated plan.
Preferred Qualifications
- Project/Programme Certification: PMP, PRINCE2, PRINCE2 Agile, PgMP, or MSP.
- Data Certification: CDMP (DAMA) or equivalent data-governance credential.
- Prior Netezza-to-GaussDB/DWS or comparable MPP-to-MPP migration.
- Delivery of an MDM / Golden Customer programme in banking.
- Experience with BNM / PIDM regulatory data programmes.
- Exposure to Huawei data stack, Sunline DataMind, or similar enterprise data-governance platforms.
- Agile scaling (SAFe) experience for multi-team delivery.
